The Contributions of American Power to International Law
and Order in Today’s World
International law and order do not exist in a geopolitical vacuum, and they require a particular underlying balance of power to prosper. Although often criticized as disruptive and “imperialistic”, American power makes a vital contribution to international law and order in today’s world. It chief contribution is the maintenance of security alliances in Europe and the Indo-Pacific region within which regional communities of democratic states with high indices of human rights, rule of law, and social and economic development are able to flourish. At a global level, American military and economic power also helps to insure a global balance of power in which authoritarian and neo-totalitarian states such as Russia and China are unable to impose their authoritarian visions on the evolving norms and institutional contours of international law and order
Alberto R. Coll is the Vincent de Paul Professor of Law and U.S. Foreign Relations at De Paul University College of Law, Chicago. He served as Principal Deputy Assistant Secretary of Defense, and Dean and Charles H. Stockton Chair of International Law at the Naval War College of the United States. A member of the Council on Foreign Relations, he has written extensively on international politics and law.
